Preamble

The hospital ombudsman is an independent and trustworthy individual who promotes open communication, helps protect patients’ rights, and fosters positive relationships between patients, their loved ones, and healthcare staff. This code of ethics defines the fundamental values, principles, and professional responsibilities of the ombudsman in the performance of their duties.

I. Respect for Human Dignity
The Ombudsman treats every patient, their loved ones, and hospital staff with courtesy, respect, and empathy. The Ombudsman respects the uniqueness of every individual, their life circumstances, health condition, opinions, values, and cultural or religious background. The Ombudsman ensures that the prohibition against discrimination is upheld.

II. Independence and Impartiality
The Ombudsman performs his or her duties independently, without regard to personal, professional, or institutional interests. He or she approaches all complaints impartially, objectively, and without prejudice, and does not seek to favor any of the parties involved.

III. Voluntary Participation, Accessibility, and Confidentiality
Contact with the ombudsman is voluntary. The ombudsman creates a safe and open space where patients and their loved ones can speak freely without fear of reprisal or discrimination. The ombudsman respects the confidentiality of the information shared and is bound by a duty of confidentiality.

IV. Supporting Dialogue and Understanding
The Ombudsman strives to support mutual understanding, constructive dialogue, and the search for solutions acceptable to all parties involved. Their goal is not to assign blame, but to understand the situation and contribute to improving relationships and processes. They provide services at the highest possible professional level in terms of law and communication—seeking amicable solutions, including through the use of informal procedures and mediation techniques.

V. Proficiency and Responsibility
The Ombudsman performs the duties of his/her office professionally, conscientiously, and in accordance with applicable laws and the hospital’s internal regulations. He/she regularly develops his/her professional knowledge and skills, particularly in the areas of communication, mediation, and ethics.

VI. No Authority to Impose Sanctions
The Ombudsman has no decision-making or disciplinary authority. Based on his findings, he formulates recommendations, proposals, and suggestions for improvement, which he submits to the director of Hospital Jihlava.

VII. Prevention and Improvement of Care
The Ombudsman helps prevent conflicts and systematically improve the quality of care, patient safety, and the work environment at the hospital.

 

Final Provision
This Code of Ethics governs the activities of the Ombudsman at Hospital Jihlava and serves as a guide for ethical and professional conduct in protecting patients’ rights and fostering trust in the healthcare provided.
